The Library of Congress has this dated as December 23, 1921. The Fayetteville Observer, January 14, 1922, reports that Julia was the Chair of the American Central Committee for Russian Relief, aiding Russian refugees driven out of their country by the Bolsheviks. Her office is in the same room that Grant occupied as Secretary of War, in the old War Building, 532 17th St. NW., Washington, DC. Grant's portrait hangs behind her.
